About Jan Van Ongevalle

Jan Van Ongevalle leads the research group “Global Development” at HIVA KULeuven since 2009. Besides coordinating the research group, he studies emerging trends in global development as well the actors working in the field of international development cooperation. His research approach is practice and policy oriented and covers the following thematic areas in the field of global development: complexity oriented planning, monitoring and evaluation,  actor focused theories of change, global citizenship education, education for sustainable development, informal economy and decent work, redistributive social protection systems, trade unions and civil society.

Between 1994 and 2009, he worked for a Belgian development organisation (VVOB) in Zimbabwe as a programme officer and monitoring and evaluation specialist in various educational programmes. He regularly gives guest lectures and training on complexity-based monitoring and evaluation methods such as Outcome Mapping, 'Outcome Harvesting and Most Significant Change.

    Civil society actors (CSAs) are increasingly confronted with changes in civic space, particularly in contexts of high fragility and rising authoritarianism, where they are exposed to multiple risks and restrictive measures that limit their action capacity. This paper explores how CSAs respond to these changing dynamics and what strategies they employ to continue their critical work in fragile contexts. It also examines the unique challenges CSAs face when representing highly marginalized communities – often the first to be hit by risks.

    Drawing from a review of academic and grey literature as well as practice-based knowledge from organisations engaged in or collaborating with the social and solidarity economy (SSE), this report provides an overview of the various roles the SSE can play in promoting social protection, while also highlighting its strengths and challenges. The findings show that the SSE can contribute to different aspects of social protection through diverse mechanisms and over different time horizons. In the short term, the SSE can address gaps in formal systems as a service provider and by facilitating access to existing systems, particularly benefiting informal economy workers. Over the medium term, the SSE can strengthen people’s capacities for participation in (formal) contributory social protection schemes by promoting secure livelihoods, resilience, and mutual support within communities. In the long run, the SSE can promote worker organization, innovation and collective action and as such contribute towards the transformation of social and economic systems. The report underscores the importance of public policies, partnerships, and alliances—particularly with trade unions and (local) governments—for scaling the SSE’s contributions while maintaining its values. However, challenges such as resource constraints, tensions between stakeholders, and risks to SSE autonomy require careful navigation.

    Dit rapport betreft de tussentijdse evaluatie van Djapo's vijfjarenprogramma, gericht op educatie voor duurzame ontwikkeling (EDO) en wereldburgerschapseducatie (WBE). Deze evaluatie had als doel om na te gaan in welke mate leerlingen vaardigheden, kennis, motivatie en alertheid ontwikkelen om bewuste keuzes te maken voor duurzame ontwikkeling wanneer hun leerkrachten principes van EDO toepassen. Daarnaast onderzocht de evaluatie ook een aantal causale assumpties met betrekking tot de invloed van het programma op de lerarenopleiding. Bovendien werd nagegaan of het monitoring en evaluatie systeem binnen het programma de nodige data oplevert om inzicht te krijgen in de effectiviteit van het programma. Voor de datacollectie en analyse werd gebruik gemaakt van de outcome harvesting methode en omvatte interviews met directies en leerkrachten, focusgroepen met leerlingen, alsook een online vragenlijst.

    Deze studie werd uitgevoerd in opdracht van Ngo-federatie en uitgevoerd door HIVA-KU Leuven. De algemene doelstelling van deze studie betreft het identificeren van zowel formele als informele hefbomen die ngo-federatie en haar leden die actief zijn rond het onderwijs-luik van WBE kunnen gebruiken in hun ambitie om bij te dragen tot een sterkere integratie van WBE in het Vlaams (onderwijs)beleid en de operationalisering van dit beleid in de concrete onderwijsomgeving. De studie maakte gebruik van het 'krachtenveldanalyse'-model, dat verschillende factoren en actoren in kaart brengt die de integratie van WBE in het onderwijsbeleid kunnen bevorderen of belemmeren. Het onderzoek bestond uit een voorbereidende fase met een literatuurscan en verkennende interviews, gevolgd door diepte-interviews met stakeholders vanuit verschillende organisaties waaronder het Departement Onderwijs en Vorming, onderwijsnetten, ngo’s, kenniscentra en de lerarenopleiding. De inzichten werden verder verfijnd tijdens een workshop met leden van ngo-federatie.

    This policy paper draws upon insights from recent literature regarding social protection and aims to provide support for the development of more effective, inclusive, and sustainable social protection systems. Specifically, the paper focuses on the role of civil society in social protection governance. Drawing from Huyse’s (2021) tripolar governance model, which proposes an institutionalized inclu-sion of civil society, the state, and the private sector in governance processes, we apply this framework to social protection governance and examine how civil society can help to address five critical governance gaps. We then explore the different roles that civil society organizations (CSOs) can play in all stages of the social protection policy cycle. Furthermore, we delve into how to foster a structural inclusion of civil society in social protection governance. We discuss key determinants of the space for civil society to structurally participate in governance processes and strategies that can increase this space or the ability of CSOs to use it effectively. Additionally, the paper identifies five areas with key opportunities and associated chal-lenges for CSOs aiming to contribute to better social protection governance and policies. Finally, the paper recognizes the need for further research in certain areas to fully understand and address the policy questions and challenges that our discussion touches on. Overall, this paper high-lights the crucial role of civil society in social protection governance and provides a framework for enhancing their inclusion and effectiveness in policy-making processes.

Other Talk (OT) expects that a different narrative about migration and refugees can influence the broader public’s attitudes towards vulnerable migrants and refugees, so that the well-being and position of the latter group can improve and so that they can participate effectively in society. The programme started in 2018-2019 and ran until the end of November 2022.

    Deze nota beschrijft het impactevaluatiemodel dat onder externe ondersteuning en begeleiding vanuit het HIVA-KU LEUVEN en actieve betrokkenheid van het LEVL team (incl. twee monitoring en evaluatie design workshops met het LEVL team) en input vanuit LEVL’s raad van bestuur en het Agentschap Binnenlands Bestuur werd uitgewerkt. Het impactevaluatiemodel vertrekt vanuit een actorgericht en participatief evaluatiedesign dat rekening houdt met de beperkte invloed en onvoorspelbaarheid van de complexe maatschappelijke veranderingen die de participatieorganisatie nastreeft. Het impactevaluatiemodel is er op gericht om inzicht te verwerven in de effecten van LEVL’s activiteiten en om op basis daarvan lessen te trekken over wat werkt en wat niet in een specifieke context en om, waar nodig, de aanpak bij te sturen.

    This report describes the results of the external end-evaluation of the mobilisation and communication programme (2017-2021) of the Belgian NGO 11.11.11. The programme is funded by the Belgian ministry of development cooperation DGD. Through this programme 11.11.11 seeks to contribute towards mobilising members of the Belgian public towards tackling the causes of poverty and inequality in the world in a structural way. The evaluation is using both quantitative and qualitative methods and is guided by the principles of developmental and utilisation focused evaluation which is particularly suited for programmes working towards complex (i.e. unpredictable and non-linear) change.

Deze meting kadert binnen de impactevaluatie die HIVA-KU Leuven uitvoert over de periode 2017-2021. De baseline en de midterm meting werden respectievelijk uitgevoerd in 2018 en 2019. De endline meting werd grotendeels uitgevoerd in 2021 en spitst zich voornamelijk toe op het werkjaar 2020 en deels op het werkjaar 2021.
